Racing at Meadowbank NOW

I've used Meadowbank a huge amount of times, albeit for badminton, and I've never been aware of this cycle track. Where exactly is it? Is it reasonably new? I retired from badminton about 9 years ago, so it might have popped up during that time, for all I know.
