    If the commissioner had a look at the tram debris the government should be able to reclaim a sizeable chunk of the bill from the tram contractors!

    Is this news because it's the first time the commissioner has ever exercised it's rather paltry powers to their full extent?

    I'd wager that the contracting and utilities industry of Scotland is due us many hundreds of millions in fines for the sloppy and shoddy quality of their works.
