"Suspended sentence for driver who used camper van "as a weapon" to ram cyclist"

Why is bullying and attempted murder on the roads so acceptable? We wouldn't tolerate this sort of behaviour if it was a pedestrian attacking another pedestrian with a weapon, so why is it see as OK on the roads? The cult of the Sacred Driving Licence.
