When you're as bulky as Pickles is, you probably do need to park as near as possible to your destination, lest the legs give way en route.
We rented someone's driveway as a place to dump the car while we took the bikes to the Netherlands. It was that, dump it on the street or be fleeced by the parking at the ferry terminal.
I have to wonder about two things - firstly, how many places will this benefit? Taking Edinburgh as an example, there are very few driveways anywhere near the center to rent, and where there are driveways, there are few on-street restrictions. From memories of various other towns and cities, this is not unusual. Secondly - how many parking spaces would this provide in places where there are potential drives to rent - again, very few.
I think Pickles is more trying to stir negative feelings towards councils than think of potential solutions to the problems of parking.
Me, I have no problems with parking charges, but then I'm a selfish cyclist, and what I can't fit on the recumbent/trailer, I can normally have delivered.
