If that happened in edinburgh might have been more indignation?

I actually found it interesting the paper made a point of mentioning the dog was off the lead

Yes, the tone was much less hectoring and more matter of fact than it would be in our local chip wrapper.
If dog was on lead they might all have been together which might or might not have made a difference.
Dogs very random, owners very varied in their attitude, some call to heel, some don't bother. I slow down regardless

My reading is that cyclist was not on path, but joined path at point where he hit the dog. Does seem a bit dangerous. (and I'm not sympathetic to dogs off leashes on paths).
