Also this has been going for a while. Branch in Edinburgh (at Eastside Bikes I believe):

We lend tandems to (and only to) people with disabilities or special needs for free, who are unable to ride a bike safely on their own, so that they can enjoy the wonders of cycling. Our borrowers are both children and adults.

All bikes were created equal in the eyes of the great spoked wheel in the heavens. Well, except for trikes: some are more equal than others it seems.

    Partially sighted in the article

Maybe registered blind or visually impaired

This technology might have helped at the isle of sheppey fog pile up?

That's odd because in the centre where I worked a beautiful Italian racing tandem had been bought for just that purpose and was hanging rusting on an outside wall because, so I was told, you can't ride stoker if you can't ride a bike, or at least know to lean into the corners like you would riding pillion.
