But the parking attendants aka blue meanies have no powers over double parking, IIRC, which is why the cars are double parked even when there are spaces. My own view; such vehicles should be treated as they are in Holland - wrapped in tape, I understand.

Maybe I misremembered but were there not plans afoot to decriminalise this sort of thing, thus allowing LAs to enforce double parking as they do (say) bus lane infractions?

Stakeholder email 48: Progress Update and Revised Completion Date
Summary of current site progress
The contractors are currently preparing to move into the final phases of sections 5 and 7. Due to the nature of individual site conditions, these moves won’t occur simultaneously.
In section 5 (Between Iona Street/Pilrig Street and Dalmeny Street/Arthur Street), the kerbing excavation and installation is underway at the Dalmeny Street junction. Two lighting columns are also being relocated. The kerb excavation and gully installation is underway on the west side of the street.
In section 7 (around Smith’s Place and Stead’s Place), some slab work, around 30m2 remains outstanding on the West side, while, on the East side, grouting of the slabs has still to be completed. Lighting columns have been moved and an addition gully has been installed.
Looking ahead
The contractors are planning to continue with the installation of the new kerb lines in the final sections during next week and commence laying the slabs.
Completion date
The completion date for these sections was initially planned by the contractors to be during week commencing 11 August, however, due to more complex site conditions than they originally anticipated, the contractors are now aiming to complete them by the end of August, during week commencing the 25th.

Balfour Street Trees
Following a site visit by our Trees and Woodland Officer to check on the condition of the trees at the junction of Balfour Street where works are currently progressing, he has advised that one is damaged and dying (totally unconnected to the works themselves) and should be removed. As a result, he is arranging the removal of the Hornbeam at the northern corner to take place on Thursday 11 September. He has also advised that a replacement should not go back into the same location as the current tree pit is positioned too closely to the adjacent tree. It is planned, therefore, to construct a new pit slightly further away from this spot to allow new planting to take place later in the year and our contractors will investigating nearby locations to assess their suitability. In addition, the existing trees at this junction have outgrown their surrounding guards and, as a consequence, these guards will be removed.

The walk seems more tricky in the places where the pavement is being enlarged the parts that still have 2 lanes appear to allow more space for cars to pass more easily. With such wide-street I cant but help think there would have been space for separate cycle path a missed opportunity may be.

Stakeholder email 51: Section 6 (Balfour Street to Springfield Street) – Sequencing change
Construction on both east and west sides of Section 6A (Jamieson Place and Balfour Street southwards respectively) is nearing completion and is expected to be finished by the end of this week. Normally, work would continue directly onto the next immediate worksites, Sections 6B east and west. However, due to the ongoing Traffic Regulation Order (TRO) process that may impact on the final design of these sections, our contractors will instead be skipping them for the time being and moving straight on to Sections 6C east and west (around Lorne Street to Springfield Street) to carry on uninterrupted and minimise the potential for any delays. After the TRO process has concluded in late October and the final design agreed for the area north of Balfour Street and Jamieson Place, work here can continue until the planned completion in December.

I'd like to know when the new infrastructure can be used. When are the kidnapping-sacks coming off the Belisha beacons? When will the stretch in front of La Favorita marked "loading only" no longer have cars parked there 24h/day?
Will the whole street have to be "finished" before any part is in use and enforced?

Don't know if each individual section has its own TRO or if the whole thing is covered by a single multi-faceted mega-TRO which will be sitting unapproved until agreement is reached (with the concerned local businesses who need exhaust-gases and double-parked delivery vehicles to survive) on the sections south of Pilrig Street...

I hope they get on with fixing the walk, at the moment its worse than ever with vans and cars doubled parked in the bus lane. I went up it twice last week at 10 am in the morning.

The section at Pilrig Street heading down makes no sense at all just now. From the ASL to the new section of bike lane there is no obvious route that doesnt put you under a car (and its no fun to driver either). Why there is double parking outside of empty spaces that can be used free for 30 minutes is beyond me, but I can say that I will never eat in La Favorita again given their policy to double park their Fiats.
(Patch put in at bus stop in Leith Street is already uneven after a week - what was the point?)

Some of the answers.
The original intention was to "sign and line" each section as it was completed, and commence enforcement straight away when work was finished.
However when CEC looked 'on site' they saw that the phases of construction sometimes ended in the middle of a parking/loading lay-by, making things "quite muddy" for drivers/enforcement officers, and so "would probably not produce the kind of step change" it (and "stakeholders") wanted.
"The programme is on track for completion mid December."
"Two weeks before enforcement, we will be sending letters out to businesses and residents, and putting temporary signs up, explaining the new TRO restrictions that will apply. Before full enforcement starts, enforcers will have a week's 'grace' period where illegally parked vehicles will receive a note under the windscreen wiper to let them know the vehicle is parked illegally and that from the following week, a fixed penalty notice will be applied to vehicles parked in that location / overstaying etc.
The following week, enforcement will start in a systematic way and provisions are being made for additional staff for the initial period, to help drive reinforce this step change.
We want the new measures to have the best chance to make a significant, and positive, impact on parking behaviour, including eliminating double parking / all day parking and this means a consistent approach and clear start to the introduction of measures on LW."
So a Christmas to look forward to(?)
I suspect they will still need enforcement staff walking up and down permanently!

Leith Programme Stakeholder Update 55
Road Resurfacing – Week commencing 13 October
Road resurfacing for the remaining sections of Leith Walk was originally due to commence on Tuesday 14 October. Resurfacing equipment and crews have become available earlier than anticipated offering an opportunity to start the work a day earlier. Work, therefore, will now commence on Monday 13 October. The Council and its contractors are keen to utilise opportunities like this in order to ensure the programme is delivered on time.
Traffic Management cones will go out on Sunday night in the areas where the resurfacing work is due to start, allowing the planing work to commence on Monday morning. The first area due to be resurfaced is the section around Lorne Street to Balfour Street. Two way traffic will be maintained on Monday and, thereafter, similar to the earlier works carried out in July, temporary traffic lights will be used to control traffic flow.
We hope that bringing the carriageway work forward by a day will not inconvenience residents or businesses but if you have any queries or concerns please don’t hesitate to contact me.

Contrary to the information sent earlier today in Stakeholder Update 55, indicating the bringing forward of the start date of the carriageway works by one day, Crummock (Scotland)Ltd, our contractors, have informed us that they not been able to get hold of a surface planer earlier than they had anticipated after all. Road resurfacing for the remaining sections of Leith Walk will, therefore, commence on Tuesday 14 October as previously communicated in updates 52, 53, and 54.
We would like to apologise for this conflicting information and hope that no inconvenience has been caused as a result. Earlier information regarding the resurfacing works remains the same but will now revert back 24 hours as originally planned.
Once again, we apologise for any confusion.

A ground radar survey is expected to be carried out next week in Leith Walk, from the Foot of the Walk junction to Picardy Place, to confirm the location of underground apparatus in the area. During this time, parking restrictions will be in operation and signage will be in place. Due to the nature of the works, any vehicles which are parked within the restricted area may be relocated to adjacent streets to allow works to be completed as quickly as possible.

Last night I noticed Belisha beacons and level crossing have appeared on Leith walk.
The beacons are still in wrappers so not functioning. Think these beacons could be quite annoying when going down Leith walk as pedestrians may walk out in front.
Think I preferred the traffic lights at least had some warning when going down the walk, bikes go as quick as a car, but with no engine noise I notice people walk out much more often when bike than when in a car.

With Belisha beacons you will be - it's just bikes AND cars will (in theory) be slowed together... So it's still a level, if slower, playing field.
I noticed last weekend that the tactile slabs laid on corners of Jane Street and Stead Place with Leith Walk have not been lowered.
Surely an oversight?
