streetview shows that the people with buggy were using an access to Coleridge Community Collge and its bicycle shelters.
Since the pic, from 2007, streetview also shows that the verges have wooden bollards, probably to stop cars parking on verge even though the zig-zags would make parking illegal, and some extra markings in the cycle gap next to the zig-zag that probably shouldn't be there.
we just need to remember that the bus lanes protected the southbound cycle routes: the solid white line means no intrusion during the times the bus lane is operational. Currently this is for most of the day. When the bus lane gets reduced from all day to just peak hours then the cycle lane itself becomes an advisory lane only during those times and so cars will park there/drive there with absolutely no prohibition.
I also think the south bound lane will revert to 2-lane traffic if the bus lane times are reduced.
The whole idea of bus lane time reductions reduces the facility that has been introduced on Leith Walk for cyclists, as well as impacting on the new rebalancing of space away from vehicles and towards pedestrians.

Lesley Hinds replied to my various tweets yesterday saying letters will go out this week (?). Warnings tickets by wardens week of 23rd. Tickets the following week.
Not exactly sure what that is referring to as I don't think the council has powers to enforce bike / bus lanes etc.
Leith Walk jammed solid northbound this morning. Seven or eight cars U-turned and headed elsewhere as I went from Pilrig to Tesco.
They started the woks at the foot of Leith Walk this morning. Think it's due to last 4 months.
Anybody know where I can find the plans they're actually going to use?

Perhaps the 'letters' that Councillor Hinds refers to could say 'we are having to dig up and repair the pavements at great expense because drivers keep parking on them'...

Leith Programme Stakeholder Update 69
Enforcement of New Parking/Loading/Unloading Regulations
New parking/loading/unloading arrangements will come into effect on 2 March 2015 in the immediate area north of the Iona/Pilrig Street junction of Leith Walk in which footway and carriageway renewal work has recently been completed.
The new arrangements, part of the Traffic Regulation Order (TRO) approved for Pilrig Street to the Foot of the Walk, allow for the loading and unloading of goods and also provide opportunities for customer parking for up to one hour. These new arrangements are:
Parking Bay Regulations
60 Minutes limit – No return within 90 minutes
Mon-Fri 7:30am-6:30pm
Saturday 8:30am-6:30pm
Blue Badge Holders – No Limit
Loading Bay Regulations
No stopping except for loading and Blue Badge Holders
Mon-Fri 7:30am-6:30pm
Saturday 8:30am-6:30pm
Saturday 1:30pm-6:30pm Parking Permitted in Loading Bay

A phased approach to the implementation of the new arrangements will be adopted. During the week commencing Monday 2 March, if a vehicle is found to be parked in a way that would breach the new arrangements, a warning notice will be issued to the owner/driver. From Monday 9 March, drivers found to be misusing the bays will be issued with a Penalty Charge Notice and their vehicle may be removed.
Please note that in this section, a deliberate 0.5 metre space has been designed in between the parking bay and the cycle lane to allow for vehicle doors to be opened without affecting cyclists using the lane. When parking, please ensure vehicles leave this space free and do not encroach onto the cycle lane as this will also incur a Penalty Charge Notice and possible vehicle removal. For your information, this new layout is shown below:

If I park in the parking bay not in accordance with the rules I can get a ticket. If I'm partially in a parking bay I can get a ticket.
I can't see how the parking wardens can touch me if I'm not in a parking bay - say double parked or parked in the cycle lane. I'd say there's a very high chance of an appeal being successful.
I've been told many times that there's nothing the council can do against double parking or parking on the pavement. That is up to the police, and only if causing an obstruction. A car blocking a cycle lane is not causing a general obstruction to the road.

It'll probably be slightly easier for bad southbound parking to cause an obstruction for the next fourteen weeks whilst the northbound lane is intermittently solid with traffic wwaiting for the green to get through the junction roadworks at the north end...
2.25 metres for an advisory cycle lane.
So there was room for segregated lanes after all...
I think side streets will be even more chaotic.

If it's not pay-and-display, or resident's bays, the cooncil doesn't really see there's anything to enforce. Unless it's a bus lane, which is why all-day bus lanes are important as they can be (and do get) enforced.
CEC says -

Attendants can issue parking tickets to vehicles that are double parked where there is an associated restriction on that section of the ‘carriageway’ . Those restrictions don’t just work adjacent to the kerb. They work from the building line to the middle of the road. (or right across if the restrictions are the same both sides of the road at that section).

Received our letter from the council today. Of particular note is:

I have been raising the issue of enforcement outside of the parking bays with the cooncil for ages....and yet they don;t come up with any answer that satisfys me. There is no legal means to enforce double parking outwith the bays, or parking in an advisory cycle lane that does not actually block the highway (which then in anycase would be a police matter and not an CEC enforcement team (or their contractors) matter).
So I remain really unsure about what can happen to parking in the cycle lane because there are no TRO grounds and no Statutory grounds for any 'enforcement'.
I do feel CEC are doing their best to pull the wool over our (and possibly drivers) eyes about this..but parking in these circs is not open to ticketing and unless the highway was blocked would not be prosecutable.

Lots of cars parked in the bays had letters attached to them. Lots of parking spaces on the street so the letters having some affect. Only one car parked in the cycle lane had a letter attached to it (the green landrover). I'm guessing the council are hoping that by freeing up parking spaces it will cut down on the number of cars parking in the cycle lanes.
Anybody know what the plans are for the section between Macdonald road and the Playhouse? All the parking bays are being remarked this week. Doesn't look like they're planning on touching this section.
A big difference on Leith Walk today. No double parking and the cycle lanes were completely clear (apart from one stray bin).
This shows what the rest of the city could be like with enough enforcement.

Looks like you've got yourself a Belfast-style 'bin lane' from the top picture
I noticed a white van parked near my house which had one of the Leith Walk parking notices under its windscreen wiper. As I live on the other side of town from Leith Walk I doubt that the driver had paid the notice much attention.
There are vehicles parked in the cycle bin lane every day when I come home. I suspect there are no parking wardens out after 6pm?
The weekend will be the true test. If the usual free-for-all prevails, then we can say enforcement is not working.
