Looks to combine the worst aspects of recumbents and upright bikes - can't stand up on the pedals to attack the hills, but too upright to gain any aerodynamic advantage. Also, wouldn't fancy an off on one of these - frame geometry looks a tad unforgiving for the gentleman rider.
Wouldn't mind a pootle on one though.

It must be decades since I stood on the pedals to get up a hill - I change down or put more force on the pedals while sitting down.
It's roughly the same position as a CLWB recumbent, and they're fine on all but the nastiest of hills - I'm just not a fan of pedalling the steering wheel, but apparently you can get used to anything, even hanging - if you hang long enough.
