Russell Road itself isn't really a "residential" road, but to get out of it at either end without going down Mcleod Street, you have to go through the Murieston Triangle, which most definitely is a residential area (it's even got a playpark in the central bit!)
My main points on it would be;
Murieston is too narrow for the volume of traffic that uses it (both directions, rush hour only), this includes lorries and vans.
Russell Road itself would easily contain a segregated cycle lane the full length, the only constriction is the viaduct which would be more complicated to do something about. It has parking on both sides, reasonably wide pavements and room to spare still. It could and should extend from the current ride-on-the-pavement section from end of the Roseburn Path.
I think it would be less attractive to westbound traffic if the Roseburn Gardens cut-through was dealt with. There's very little excuse for that being maintained.
I think it's an attractive route for traffic trying to get to/from the West Approach Road and the A8 / Glasgow / Corstorphine / St John's Road corridor, avoiding Balgreen.
