"2009 cycle use increased to the highest level in decades"

Not sure CTC is giving the full story there, according to the National Travel Survey the number of trips by bicycle was down in 2009 compared to 2008, but the distance travelled was up. However, the NTS does include the following caveat: "Due to the relatively small number of cyclists in the NTS sample, results for travel by bicycle are more volatile than those for other modes."
It is also interesting to see that number of cyclists killed fell by 10 per cent from 115 in 2008 to 104 in 2009.
