Newington Library used to have that kind too. Sensible perhaps, but only in a bombproof Dutchbike sort of way.

Our High School used to have "racks" which were just a concrete slab with a wheel-shaped slot in it. Nothing to actually lock your bike to, just something that would result in a buckled wheel if your bike got a kick.
But nobody cycled to school back in them days it seemed.
