    My answer: when law breaking by a motorist puts you in danger, and you can go through the red light without putting anyone (pedestrians, vehicles, or cyclists) in danger, or make them think they're in danger.

    When you've been standing there like a lemon for two cycles of the lights and realise that the induction loop is not picking up the presence of your bike and you will be there until the end of time

    ...If the traffic lights are not working, treat the situation as you would an unmarked junction and proceed with great care.
