Interesting that its not illegal (appparently) to use a mobile on a bicycle according to the article. Maybe he should buy some studded tyres and then he can phone text and surf on his bicycle to his heart's content?

A lot of kids in school use their phone instead of a watch so he might just have been looking at the time although almost every car I've ever used was fitted with a clock (not the '75 Beetle).
Missing the fine payment wasn't smart.
DaveC, as I remember it just applies to motor vehicles. I have a cheap-o phone with real buttons so I do use it when cycling but I need to take a hand off the bars which slows me down a bit. Not that I phone a lot.
