They include: behavioural change leading to avoided journeys, internet shopping, a shift to public transport, better technology, low-carbon fuels, investments in related infrastructure and changes in cities to promote walking and cycling.

Of course there are many more reasons for doing those things than just 'pollution'.
One day some politicians will realise that there's more to life than just sticking with 'but people will always want to use their cars (and people that don't own them don't count)'.
