Click on the link at the bottom of the documentary page to a blog of dad and eleven year old son cycling around britain's coast, they are in Dumfries now so won't be in Edinburgh for a while. Looks like they have done all west coast of England and wales

How much longer is the coast of Great Britain when the tide is out?

Not a lot.
High tide on east coast lower tide on west.

Assuming the inlets where the tide going out shortens the coast by a similar amount to peninsulas where it increases then we could assume the coast to be roughly oval. Next if we assume the tide goes out by an average of 25m to account for cliffs with nothing and tidal flats which stretch for miles the expansion would be under 100m.
In places you might even find the coastline is shorted when the tide goes out as you replace a rocky area with lots of bumps with a nice smooth sandbank.

Of course it's not infinitely long if you measure it with a defined unit. Given that the original comment was regarding walking perhaps we should consider it's length when measured to the nearest foot.
