    "additional measures may be necessary on some streets" if average is more than 20% higher than the limit. Sounds as if they're not that bothered about most drivers sticking to the limit.

    I dunno, 20-24mph would be a lot better an the 30-35mph people seem to think is acceptable on residential streets. Plus it might be very expensive to get all cars down below the limit, and they are just being realistic
