Not clear if "cycling facilities" is so prominent in story because Mark L. is keen, or it sounds good to CEC.
From what I've seen of city deals, potential schemes tend to be ranked in terms of their cost benefit ratio, on which basis cycling infrastructure will be an absolute shoo-in.
