    CCTV will be used to snoop

    I can tell which way the article is likely to head given the 6th word in. It's not "snooping" if it's being used to overtly monitor infractions being carried out rather brazenly in public.

    Ha ha! That's a standardised rent-a-quote that can be subtly altered to fit any situation, vis:

    “The camera doesn’t know the background of what’s going on. The camera is black and white but exceeding the speed limit is always a grey area, and that will lead to people thinking this is just about raising money.”

    “The camera doesn’t know the background of what’s going on. The camera is black and white but dog fouling is always a grey area, and that will lead to people thinking this is just about raising money.”

    “The camera doesn’t know the background of what’s going on. The camera is black and white but littering is always a grey area, and that will lead to people thinking this is just about raising money.”

    How about:

    Council to enforce parking regulations around buildings used by hundreds of young children.

    The Council has confirmed that it now intends to enforce parking restrictions near primary schools. These restrictions were introduced to improve road safety, particularly for young children walking and cycling to school.

    "About time too" said almost everybody. However, a representative of the Institute of Advanced Motorists said "Brrmm, brmmm - cars!" When pressed for an opinion, he replied "My wife left me for a man who drives a beige 2009 Volvo. 2010 I could understand, but 2009..."

    The odd thing about Neil Greig's contribuions is that it really undermines the Advanced part of the IAM. It seems like they've gone from being rule-bound sticklers to just couldn't give a monkey's motorists. It's turned into a Daily Mash creation - the Institute for Motorists - that reflexively downplays, defends and justifies any kind of driver behaviour.

    Complementary - ie 'supplied by a PR company'/'free to use'.

    Whether that's true in this case depends whether the original was supplied or 'just taken off the internet'. If the former, there probably wasn't any discussion about 'single use only'.

    Of course EN would probably argue 'we're doing you a favour' and/or 'we're too poor to pay for photos anymore'.

    Of course "Picture: comp" should have been subbed out!

    Can't get the staff these days.

    I had given them permission to use it in a story last year. Don't know if that gives them unlimited license to use it.

    Web news media have a low enough opinion of their readers ability to concentrate on a short story that they are unwilling to publish a story without a vaguely relevant illustrating picture. If it's a crime, they need some crime tape, with an out-of-focus panda car in the background, or a polisperson taken from the back looking all crime-preventionist about the place. A fire or accident usually has a fire engine or ambulance taken late at night on a slow shutter speed / double exposure so as to get some light lines and a sense of speed/urgency. Many BBC news articles now just illustrated with a Google streetview grab.
