Birmingham parking row man: 'I can't pay fine'
"Can't pay, Won't pay" or "I spent all my money getting my car on the road so I shouldn't be fined for parking in a disabled bay. Anyway I think I should get 8 hours of free parking before you get to tow me anyway, even though I just made that bit up myself"
Some new meaning of the word 'grace' perhaps?
