    Such valuation is always difficult - especially if it's on a balance sheet somewhere.

    Don't know anything about this particular proposal, but it could be argued that it might actually attract more developers/development, and so raise land values generally.

    I would also argue that putting in decent cycle (and walking) infrastructure would help too.

    s/less than it is worth/less than the owner is willing to sell it for/

    Which, if I were the owner, is fair enough.
