The documentary Bicycle (wot I saw on Sunday) said that UK had only recently had a road racing success because there had been disapproval from official bodies and police against holding such events in the past. I knew nothing about this - the sporting side of cycling is a closed book to me. The wikipedia on time trials suggests the same though.
