    Thomas Thomson House is in Sighthill. It may be a 'better' building, in terms of space utilisation and utility costs, but it's not what you'd call an iconic building in an iconic location.

    I was in New Register House for the first time just this week. I was mightily impressed.

    improve our archive and public facilities

    By making them less accessible to the general public by putting them in an anonymous shed in an anonymous industrial estate on the edge of town without great transport links (i.e. "we'll be building a big new car park").
