I'm always wary of bin lorries. I've seen some very bad driving from their drivers (including being on the receiving end of very close tailgating).

There are 2 named Transport Managers whose duties include maintaining a record of drivers and their fitness to drive, and checking licences at least every 6 months for traffic offences etc. With agency staff and short term supply this job must be a nightmare, given the legal requirement to show due diligence in ensuring your drivers are legally qualified to driver the class of vehicle and medically fit to do so.
I suspect that the Scottish Traffic Commissioner's monitoring of news items will have brought this to her attention, and she'll be applying a similar scrutiny to dozing drivers, as she does to mobile phone users.

When I read the news, I see an ever increasing number of bin lorries/fire engines/buses etc ploughing into other vehicles/people/cyclists (on the road and on the pavement), and so I really do wonder what is going on.
Council cuts, getting in more contract staff can only really be contributing to this problem, especially when those temporary staff have so few employment rights they dare not complain about their working conditions/shifts etc.
But who should shoulder the blame: the driver who is close to the edge in poverty or councils who allocate contracts to firms who employ drivers on very insecure terms with few employment rights?????
It's now not uncommon for our bins to be collected in the evening, after dark. This never used to happen when then collection was done directly by the council. God knows what time a driver who's going down my street at 9pm will have started.
