    Ugh

I can not put into words how little respect I have for this "man".

Weird - they want to make parking enforcement fairer so they are banning the use of CCTV?

If there's one thing that nobody has accused our bus lane cameras of, it's bias or corruption. They just record footage of what is going on.

I've often thought that a major improvement to parking enforcement would be to use cameras everywhere (i.e. the parking attendant just drives past on the moped with a camera, or stops and takes a photo of your outdated ticket - none of this hiding out and trying to write a ticket before the driver sees, all done above board based on footage).

guidance for councils reminding them they are banned from "using parking to generate profit"

So a Tory MP actually wants a socialist 'not for profit' system in place.

Why shouldn't councils make a profit, the same as any other business?

By law, any surplus councils make from parking fees must be ploughed back into transport projects such as road improvements.

So they can't allocate the funds out of transport but they can charge more than enough to cover the warden's wage.

Where does such "profit" money go (presumably it's not returned to taxpayers in some other way, as that would hardly be a profit by any reasonable definition)?

This tickled a memory and it turns out I wrote about this 18 months ago: http://mccraw.co.uk/pickles-attacks-your-parking-income/
