    So the money that they aren't spending on cleaning off the graffiti that washes away naturally was previously not being used to fix potholes. Got it.

    Good effort! It would appear that the council aren't spending much money 'fixing' the potholes in any case whilst failing to clean the graffiti based on the last couple of pictures so not convinced by their arguement.

    I liked this story so much I managed to post it a second time (but seven hours late) - oops/sorry. I think it's a rather nice and novel approach - mostly as it gets the issue of potholes into the press, but also because I am at heart about 12.
