Now, I can totally appreciate that his last conviction was 5 years ago (he's been done twice for driving without a licence / full licence as well as the drink driving conviction), but I can't help feeling the comment from the councillor of, "It seems this man has turned over a new leaf and he has kept out of trouble in recent years," is a little odd.
Why?
Well while it has been five years since his last conviction, that came seven years after his first conviction, so he managed to keep out of trouble for 'recent years' before being caught again (and not, being caught, he was banned for 12 months in 2003, then was caught driving before re-passing his test in 2010. Call me a cynic, but I'll bet he was driving from at least 2004 until he was caught...).
