I know nothing of council salaries but that should save a fair amount of money - 1000 senior managers at, say 30k each (adjust according to reality) is £30 million saved per year. More, I suspect.
Human cost is something else; hopefully the process will spare those who have been doing a good job.

presumably all the good ones will 'jump' to private/non-profit sector...

Some will (not just the 'good' ones!)
There are plenty of people who want to work for CEC/public sector.
They just wished it was 'run' better -
