Of course Bristol has been the home of Sustrans for 38 years and did well out of DofT 'cycling cities' money - not available/replicated in Scotland.
BUT Bristol and Edinburgh were the only two UK cities to sign -

Still 5 years to (end of) 2020 so anything is possible.
