    The Scottish Govt. has produced a "Town Centre Toolkit" following last year's town centres review.

    The pages specific to cycling are 76 - 83.

    It looks the sort of document that is going to be used and quoted widely by councils.

    Lots of warm and interesting words towards cycling and making town centres more people and active-transport friendly.

    Of course we all know what leaving things to individual, cashed-strapped local authorities to actually deliver leads to. Mainly, not a lot.
