    From the comments...

    The community officers should get bicycles. From a bicycle you see a lot, more than when you just walk around and definitely much more than from a car. Bicycles would be very mobile; they can cover large quiet areas more easily and also move very quickly when they see something further down the road, but they would also be approachable and can easily stop and talk to people.
