Just had the following from the Licensing Department...

The Council is proposing to introduce a training qualification for both taxi and private hire drivers in Edinburgh, which will improve standards across the industry. Qualifications for taxi drivers have been widely used in England and Wales for a number of years.

The City of Edinburgh Council is currently undertaking a consultation on the proposed changes and are now inviting views on training and training content. Should you wish to comment please visit:
https://consultationhub.edinburgh.gov.uk/sfc/taxi-and-phc-driver-qualification and complete our online survey before 13 December 2015.

No mention in the City & Guilds content regarding vulnerable road users, however there is a section on "Road safety when driving passengers in a taxi or private hire vehicle".

Can only be a good thing, I suppose. Of course, I had assumed a fair bit of this was covered in obtaining an appropriate license, however that assumption appears to have been incorrect!
