"...undertake a full review and stakeholder consultation later this year...." is the long grass. "...taking account of the complexities of implementation and enforcement." is, you can forget it.

A bit like:
"We are giving full and due consideration to working in partnership with all stakeholders towards the shared vision."
(Active travel/cycling).
