"Surrey cyclist fined for riding along M25 to get to Heathrow"

For over 1 year it was not possible to cycle to Terminals 1 2 3 because the side tunnels were both closed, and the ban on cycling in the road tunnels not lifted.
There was no advance warning of the closure and many arrived at the North portal to find their way totally blocked.
LHR refused to post diversion signs or allow cycle carriage (officially) on the free to ride bus services (all bus services are free to ride within the LHR free-ride cordon) and outside peak shift change times these buses are almost empty.
