    I normally et an EDFOC programme at PoP, but this year failed to do so. Mind you I will no doubt leave PY before anyone likely to bring an EDFOC programme turns up.
    (Yes I know everything is online, but I can write on a paper copy.)

    Edfoc you say? The Balerno village screen is putting on the Pantani movie at 7.30pm on Friday 17th June as part of edfoc. There will be free Belgian beer cycled into Balerno in a barrel strapped to a caddy car. Film is also free but donations welcome. Tix from edfoc website. Venue is st joes which is the church hall but we have installed good blinds to cut out the light and Scotmid paid for a corking projector so the quality is good.

    I missed this so am sat in Brewlab West End on Queensferry St Lane. Lovely little place. Excellent cappuchino - however sadly lacking in bike parking outside!

    Maybe they could get one of those multi-level wall-racks outside, though the trucks which batter their way along the lane would probably take it out as they sway from side to side when bumping up and down the kerbs.

    Well Robbiveccio and I were in fact sat politely not talking to one another - it took Kaputnik to turn up looking like a cyclist to bring the party together!!

    I felt the site of Arthur's Seat dusted in snow justified a stop-off en route to work for coffee and buns. When I left about 9ish there were 4 left and noticed a Urban Arrowist arriving as I unlocked.

    Well if I hadn't spent time faffing about whether or not to cycle and then putting on full waterproofs when I did decide to cycle, only for the precipitation to have all but eased off by the time that I set off, then I could have quite easily popped in for a quick bun. Next time.

    As it was I bumped into Big John on the towpath and ended up failing to describe to him how the regional list votes work. I wonder how many people actually do understand it.

    There have been some good summaries posted on here- can't remember what it was in relation to as it seems more fresh in my mind than something posted prior to the 2011 elections should. Possibly the European elections as I remember seeing how horribly possible it was going to be for a UKIPper to get in based on polls. It makes more sense using worked examples to show how the add/rinse/reiterate process works so could be tricky to get across verbally.

    Good question!

    I understand the basics -

    2 votes - one constituency (FPTP), the other "List" - which is where the fun/confusion comes in.

    The list is where people vote for the same party a second time OR vote for a different party OR vote for a party they couldn't vote for on the constituency ballot paper as that party didn't have a candidate.

    I imagine some people feel they have to vote twice.

    There has been a lot of 'talk' about how people MUST vote the same twice otherwise it's a 'wasted vote' - countered by those who say that voting twice where one party will clearly win the constituency is 'a waste'.

    The purpose of the List being a form of PR (proportional representation) is to provide a "balance" within Holyrood that is more in line with the votes cast in contrast to (particularly) Westminster.

    This voting system was devised to be "fair" at a time when it wasn't foreseen that any party would be as popular as the SNP currently is. (With the expectation/intent for a higher chance of coalition governments.)

    Some people think that the current state of Scottish politics shows this voting system needs reform - others that it still works better than any other option.

    I don't understand how the transfer of votes to get the 'top-up' seats elected actually works!

    One of the problems with the two-vote system is how commonly bandied around it is that they are "first" and "second" votes, it implies a sense of order / seniority which just isn't there.

    For supporters of smaller parties that don't generally stand many constituency candidates, your regional/list vote may actually be what you consider to be your "first vote"; Green, RISE, UKIP (choke), whatever.

    From the point of view of a not too small number of SNP supporters I have encountered, your "first and second" votes should go to SNP and by "lending" your "second" (i.e. list) vote to the Greens, RISE etc. and not SNP this is construed as some sort of rash act of self-indulgence and/or disloyalty to the greater cause. It doesn't seem possible to get the die hards to appreciate that you're a Green voter/supporter first and foremost and doing them a favour by lending them your "first" i.e. constituency vote.

    I don't understand how the transfer of votes to get the 'top-up' seats elected actually works!

    It involves adding 1 to the number of seats (=a) each party wins in the constituency vote then dividing the number of regional votes each got (b) by that number. Then whichever party has the highest a/(b+1) after that sum gets a seat and gets 1 added to their divisor b. Rinse, lather, repeat until all seats filled.

    UKIP are under the impression that the Hollywood system (sic) is a transferable vote and have been asking for second preferences.

    I managed to work it out again in retrospect but couldn't describe it clearly at the time: for each regional seat, the total number of regional (peach) votes for each party is divided by the total number of seats already won (from constituency (lilac) and regional voting) in that region by that party, plus one (to avoid dividing by 0). Whichever party has the largest adjusted total of regional votes at this stage wins the seat for the next candidate on their list. The process is repeated until all seats are filled. As wingpig says, worked examples help it make more sense.

    The +1 is to make the calculation "if I give you this seat how many votes per seat would you have" & you give it to the party who is most worthy by having the highest number.

    And then you repeat until all the seats are gone.
