Can't find the link but saw the other day that the Scottish government request 3 reviews a week. Its idea of action is to carry out a review/consultation.
Not surprising when headed by a party which has only one idea in its head i.e independence, and otherwise has to be all things to all men.
So I take it this is a stalling action, like that "national survey" conducted last year, the results of which have not been shown to the public.

Good stuff HankChief. I'd add a fifth barrier which is that lots of people don't want cycle infrastructure. Lots of people see driving a motor car as a sign of success or driving a van as a necessity.
As I understand it the Dutch revolution came about because people demanded it.
Popular support surely king in this matter rather than political procedure? This means recruiting the working class to the cause. All issues in UK are fundamentally class-based </wild generalisation>.

Conversely, many of these same people see cycling as a sign of failure, a hangover from the past, or an unnecessary eccentricity or hobby.
I'm afraid this is a very widespread perception such that it has come to be seen as "common sense" by a substantial majority in Scotland/the UK (and the wider English speaking world too I might add). There are a few, mostly urban locations where cycling is looked upon more favourably, or at least tolerated. Edinburgh is probably one of these, and certainly in a Scottish context can be seen as exceptional.
A higher than average proportion of students and middle class professionals in the population may help to explain this exceptionalism, along with other exceptions such as Cambridge, central London, etc.

Recommendation 1.2 immediately caught my eye: cross-portfolio (Health, Environment, Transport, Education) preventative spend on walking/cycling!!!

Indeed. A quick skim of the recommendations shows nothing to be disagreed with. How much actually gets acted on.....
So, the "task" of this "force" was to produce a report full of stirring recommendations, and then.....kick it into the long grass?
Moving away from an ‘infrastructure only’ approach to delivery is required.
Interesting - I hadn't realised that this was the current approach, based on all the bus posters, bikeability and consultations (not to mention the "horse") and not being aware of all the infrastructure being built...
Perhaps that's the issue - there's world class infrastructure being built but no one knows about it... Anyone stumbled across it?
