Anyone know who is responsible for the cherrypickers parked on Charlotte Square (on the corner section opposite South Charlotte St)? They were blocking the cycle lane again this morning and when I pointed this out to one of the drivers, he got out his cab and started to deliver a volley of abuse.

Not sure. But I can have a wander round after work and have a look as I'm on foot and in town today at the West End.

I did notice a few weeks back that all the temporary kerbing had been removed from the cut-through in the SE corner and was surprised to find it being used by vehicles to skip the lights.

I was sure the temp kerbing had been reinstated? Maybe imagining that! Thanks.

My money is on them belonging to EdXmas and the city of lights on George Street. Have sent them a tweet. They have a track record of being incompetent.

Have sent them a tweet and will see if they respond

Anybody able to confirm if cycle route is now cleared? Looks like cherry picker is still parked in same place.

They weren't there when I rode through about 9am this morning. The Ford Focus was still there though!

@fountainbridge @Edxmas @CyclingEdin Events Team report that except for cherry picker, vehicles don't have permission to park here 1/2

@fountainbridge @Edxmas @CyclingEdin so they're taking action to inform contractors that they have to be moved. ^K 2/2

That double yellow - with kerb flashes no less - is still valid unless there's cancellation of restriction signs up.

What happens if you park something that's not a vehicle in a CPZ parking bay or on a yellow line? For example a caravan, trailer or even a portacabin?

I believe parking restrictions only apply to vehicles with an engine.

In practical terms I doubt CEC would ticket a "thing" without a valid number plate.

I'd emailed Andrew Burns a few days ago about this and sent him a link to this thread. Got a reply this afternoon...

    "Dear Councillor Burns,

Thank you for your correspondence on behalf of your constituent regarding the inappropriate use of the south east corner of Charlotte Square, which has been passed to me for response.

I was in contact with Underbelly (the organisers of Edinburgh’s Christmas) to seek clarification on the situation yesterday when we received contact about this tweet through another channel. Neither Underbelly nor CEC have given permission for the vehicles to be parked in this area. Underbelly have instructed their contractors that these vehicles are removed and made the drivers aware that should they return they will be subject to ticketing by parking enforcement attendants. The identifier in the window of the Ford vehicle is not intended to provide parking outside of areas specifically restricted in the TTRO (detail of this is obscured by the Stratstone window sticker), this area of Charlotte Square does not form one of these areas in the TTRO. I am sorry to hear that your constituent was subject to verbal aggression, if more information can be provided as to the driver/ vehicle that was involved we will request that Underbelly take this further.

I am aware that Underbelly were contacted directly about a similar parking issue on 03.12.16 via twitter and took action on that occasion, including repositioning the cherry picker to better preserve the cycle lane, and appreciate the error in the original positioning. They are disappointed that this issue has resurfaced again recently.

The cherry picker is required for maintenance of the Street of Light structure but cannot be located in George Street due to the limitations of the site with the infrastructure that is currently in place. They have been advised that a Road Occupation Permit is required for the cherry picker to remain in the redundant carriageway area at the south east corner of Charlotte Square (outside of the active cycle lane which they understand should remain unaffected by the road occupation). They are currently in the process of obtaining this.

In answer to the question posted in the comments below the link provided in relation to this situation, to site a cabin or cherry picker or works compound on the adopted carriageway a permit is required. If one is not present then a fixed penalty notice (FPN) can be requested by the Roads Authority (normally via the roads inspector) and issued to the company responsible. These are not the same as the FPN parking tickets issued by parking attendants.

Moving forward Underbelly have confirmed that they will continue to monitor the location and take appropriate action if required. Gavin Graham, Parking Enforcement Contract Manager is aware of the situation and has instructed that vehicles parked in the area should be ticketed by parking attendants.

If I can be of any further assistance in this matter please do not hesitate to contact me.

    Kind regards,

    Andy
