I'm hoping against hope that an organisation called 'Les gosses, pas les costards' will spring into life to insist that the rive droite must be a motorway if the city is to avoid economic ruin.

Ha! Like it IWRATS, although I confess I had to look it up.
Does seem that to make real progress, a city needs (A) a mayor, and (B) commitment from that mayor to make a difference even at the risk of temporary unpopularity.

I think that's exactly it. Plus, their carmageddon is orders of magnitude beyond ours in terms of space, population and weather (especially still, bright hot summer days that cook up astonishing photo-chemical smogs) plus a massive and pretty good public transport system to take the strain.
