Not clear what committee this was in front of, but sounds like they've finally grown a set. Good.

Jim Kirkpatrick, Persimmon Homes East Scotland managing director, said: “An independent Road Safety Audit identified that the inclusion of a zebra crossing at our Silverfields site could in fact make pedestrian and car interaction on Stanwell Street more dangerous.
So were Persimmon offering to pay for a Puffin crossing then? Surely a Puffin is more expensive to provide than a Zebra. Or perhaps they were offering just nothing at all...

Persimmon were granted planning permission for this development, subject to a conclusion of a legal agreement. This agreement included the installation of a zebra crossing.
Persimmon then tried to get the agreement amended to remove this requirement. They commissioned consultants to carry out an assessment of the proposed crossing. The "problems" identified in the report are that parked cars might obstruct driver views of the crossing and that pedestrians might cross the road at the raised table at the junction with Bonnington Road.
The consultants seem to have ignored the fact that the crossing will have zig-zags on its approach, preventing views from being obstructed, and that crossing at the raised table is perfectly safe.
It's almost as though the "independent" consultants were looking for problems to support the developer's case.
ADMIN EDIT
CEC doesn't seem to allow permalinks to docs

Almost?

Even worse is the Council Planning Department's report to the sub-committee.
I also note from the report that in December last year the developers 'got off' another planning obligation of a £60k Secondary Education Contribution...
It really is shocking how far skewed the planning system is skewed to developers' interests. No doubt the clunking rubber stamp of the Scottish Gov DPEA reporter is already being primed to again give the developers here precisely what they want.
