Operation Close Pass in Edinburgh

    Could you reword it the way you think it should be written?

    Off the top of my head:

    "The message is simple: Never overtake a cyclist until you're able to give them 1.5m space."

    Not only does that remove the implication that it's imperative to overtake cyclists, but it also tells drivers specifically what about of space they need to give, and (IMO) paints a clearer mental piture of the waiting process.

    Drivers need to be ecucated about primary.

    Remember a couple of years the Advertising Standards Agency objected to an ad (in part) because it showed a rider riding in primary?

    (It was discussed on here.)

    It's fairly clear that many drivers - usually the most agressive - believe that, if you're in primary, you're deliberately trying to hold them up.

    I hadn't heard about this - presume it is this: https://www.asa.org.uk/rulings/cycling-scotland-a13-238570.html ?

    They did (eventually) get to the right decision.

    Yes.

    Just finished talking with officers about one of my own. Officer said I should have been at the left hand side of the lane (whilst cycling at 25mph in a 20mph zone). I hope my explanation means he'll think hard before suggesting that to anyone else.

    There is a form at: http://www.scotland.police.uk/contact-us/contact-us-form

    Although you may find you are asked to phone 101 anyway after filling it in.

    My experience is that filling out that form just leads to them phoning you instead of you phoning them.

    I'm in Birmingham just now along with 26 other Forces. All sharing best practice and learning points. Some really exciting stuff coming out of Wales in respect of third party reporting and the PSNI's #seethecyclist work is very interesting.

    @Dom D - 101 told me that Operation Close Pass is no longer running. They've told me this before, and it turned out to not be true. Same again this time?

    @Fenchy - I'll straighten out as soon as I'm back. I suspect the confusion is coming about where/how reports were/are being routed after the Edinburgh pilot. Effectively you're calling to report an incident of careless/dangerous driving so you should have gotten an appointment?

    @Frenchy - if you don't mind. Don't quote Op Close Pass in case that confuses things. You're calling to report an incident of dangerous driving and you have corroboration. That should buy me time to straighten out. Let me know how you get on.

    @Dom D - I'm thinking that as we move beyond this being all new and 'pilot' status it's going to be useful to get the kind of advice you're giving to Frenchy up in public in a slightly more easy-to-find format. I'm sure that Spokes and/or CCE and others would presumably help with this. I guess I'm thinking that a 'how to report dangerous incidents' thread might help... or something similar? Some way that ordinary members of the public could access helpful information from you (or checked by you) in this kind of genuinely positive helpful way, but without having to wade through all the extraneous discussion.

    I think that this is one of the things which has most made the West Midlands stuff stand out... one of their very initial pro-cycling blogs about how to report helmet cam footage was what made me first sit up and take notice of them... long before they actually wrote about the close pass stuff.

    Ideas anyone? Good idea? Or not? Or have I missed that someone already did this?

    @rbrtwtmn - I agree and think that would be a good idea. Along with numerous other things, I'm working on getting a section added to the PSOS website the problem nationally being we're still working 8 different ways. In the meantime, maybe something for Edinburgh (and the Lothians) could be pinned here and promoted through Spokes? I desperately want to get to online reporting for all corroborated careless/dangerous driving offences. I'm not satisfied with the current system, whilst I'm pleased we are taking reports more seriously and action is being taken I think it could be quicker and more consistent and I'm still missing a trick with media to an extent.

    I could do with a six person dedicated team like WMP have created! And they don't process the third party reports. They just do dedicated enforcement targeting dangerous road users such as Op Close Pass. 20mph enforcement. Crossing activity around schools etc.

    @Dom D and @rbtwtmn Totaly agree on the simplified reporting process. I've been absent again from here because I have just moved office and gone back to uni. That means less than zero free time and new commuting routes I've lost count of the number of quite serious close passes in the last few weeks but I simply don't have a spare second let along the (Perceived) hour or two it would take to report each incident.

    If the police are recommending motorists to overtake where there isn't room to safely do so there will be some interesting court cases.
