Consultation regarding Taxi and Private Hire Provision in Edinburgh

    I am writing to you on behalf of City of Edinburgh Council to invite you and your organisation to participate in consultation regarding the provision of taxi and private hire vehicles in Edinburgh. Attached are details of the consultation.

If you are representing an organisation, please include this on your response.

    Some potential here to influence the provision of cycle lanes around ranks, the behaviour and standards of driving, etc.

    I'm also surprised there is no mention of developments such as Uber, autonomous cabs and car club expansion.

    Some possibly relevant points:

    4. Image of the taxi trade,
    which could include:

    - Driver quality including standard of driving?
    - Any need for additional training?

    [Training on how to drive around cyclists?]

    5. The adequacy of taxi rank/stance locations, including:

    - Are ranks/stances in the most suitable places?
    - Anything that could improve the accessibility of ranks/stances or make them more user friendly?

    [user friendly - e.g. adequate provision to avoid conflict when bikes are passing?]

    9.Safety issues, including:

    - Perceptions of safety using taxis in Edinburgh?
    - Perceptions of safety using private hire vehicles in Edinburgh?
    - Safety while waiting at ranks?
    - Does the presence of taxi marshals affect your feeling of safety at ranks?
    - What else could be done to improve safety for those using taxis?

    11. Environmental factors. Emissions from transport, including the taxi trade contribute to air quality issues across the city. Is air quality a concern and should measures be taken to improve air quality in Edinburgh?

    Considerations could include:
    - Eco driving training for drivers (taxi and private hire) to encourage a more efficient driving style.
    - Implementation of clean air zone for vehicles operating in the city centre.
    - Vehicle licensing to limit/remove the most polluting vehicles from operation.

    Uber is not a particularly controversial development here. The drivers and cars are licenced PHC like any other operator in the city. In the Wild West (Murca) anyone can just turn on the app and pretend they are a taxi driver as PHC is an alien concept and is/was not regulated for.

    Presumably covered by "private hire".

    I think all taxis/hire cars should have trackers - mostly for speed checking, but also for 'proof of presence' at 'incidents'.

    Data should be available to cab office.

    Perhaps this could use the the LB tracking infrastructure.

    This is presumably part of TfE which could have a role in taxis - as well as organising a cycle hire scheme.

    Curious that the doc clearly has "HALCROW LTD" on the pages (template presumably).

    CH2M took over Halcrow 5 or 6 years ago. They've phased out the brand, but either that letter template hasn't been updated or there's a resistance cell still operating in the Leeds office...

    For sharing files? We have other ways of doing that. It is seen as "personal storage" or something like that. Security risk, I don't know.
