    I spotted a studenty-age guy astride (but not on the pedals) one of the Voi bikes in the Meadows, trying to get it through one of the gates on the north side of North Meadow Walk. He was sure making hard work of the task, as though the brakes were jammed on or something.

    I look forward to when TEC gets its first update on this scheme as I wonder how much trouble they're having with yoots; but I fear it will be light on information and end up with Councillors having to specify what detail they'd like. Cllr Booth asked this as a question of the committee's Work Programme, which details an update on the hire ebike scheme in 2027, but that's the report on the whole 2yr trial - but it sounds like they will now get a Business Bulletin update every six months or so.

    That "report every six months" didn't do much to assuage concerns. You'd hope there'd be an option somewhere for the council to butt in and expel VOI early if it looks like they're going to keep the trial to the tiny central area with <50 bikes for the whole two years and never answer a single email.

    Does anyone know what level of control the Council has over Voi operations in the city? Given the scheme famously comes at no cost to the Council it is certainly possible they have little say in what actually happens. Could Voi just walk away if they don't like the look of how its going?

    @bakky, some of the process is probably commercial in confidence, but the FOI response would set out what was and what wasn't, and might involve a public interest test for any exemptions. Any tender evaluations may have already been destroyed, especially since the standstill period is only 8 days.

    @Arellcat the thing I'm slightly at a loss for is a description of what would be useful to obtain; and I know from other FOI requests that specific is good.

    CEC's initial ask - this should in theory be findable on Public Contracts Scotland but isn't there, if filtered by City of Edinburgh Council as a buyer and dates filtered to between April and September. Would this likely be called a 'Request for Tender'?

    Otherwise, asking for the Tender Evaluation for Voi, and also the terms and rules agreed with the supplier for the trial period?

    I think Morningsider's comment above gives a good framework for a question or two. Curious that there seems to be no mention of Voi, or CEC cycle hire generally, on the PCS website, at least since summer 2024. Clacks did a procurement for e-bikes a few months ago but that was all I could find.

    I wonder if, rather than a contract, the Council has granted Voi permission to trade on the street subject to conditions, as allowed under Section 97 of the Roads (Scotland) Act 1984?

    If that is the case then Voi can probably do anything they fancy as long as it is within the terms of the permission. The Council would have almost no power to tell Voi to do anything.

    That would certainly fit in with the model of operation, that is, deployable regardless of location and with only electronic infrastructure. But how would CEC benefit? Does street trading involve rental of public space?

    @Arellcat - Section 97 permission excludes lots of things which are controlled under other legislation, such as markets, newspaper selling, and itinerant trading, which require the payment of fees (and in some cases rent) to the Council. It is simply permission to offer goods and services for sale on or near a principal road, which can be subject to conditions imposed by the Council.

    As far as I can tell, the only 'benefit' to the Council from granting such permission would be the existence of a cycle hire scheme in the city.

    Regarding Council power to tell Voi, etc; there was definitely a procurement process, which infers some kind of contract or agreement after selection? And TEC had legislated e.g. powers for the council to gather dumped bikes and return them at Voi's expense...

    Now five outside. Another near the canal but hopefully not actually in it (nor blocking the path under the bridge), then one down near Cameron Toll which is showing up as Dalkeith Road but could be on the island, in the cemetery, possibly even in the burn.

    There are definitely terms and conditions of the agreement, whether that is done via a contract or Morningsider's permission process. I know that one condition is a minimum 96% compliance rate for bikes being returned to an approved zone.

    Actually saw 4 today

    Two being ridden by ‘student types’ in Tollcross..

    1 parked Marchmont - probably not in approved place.

    Another ridden by man (50ish) Calton Road.

    Still one in Broomhouse and two more, across the river on Queensferry Road and North Junction Street. That's close enough for a quick look and a photo of it's still there later this morning.
    Broomhouse has just disappeared at 0745ish.

    Another one of those "technical issue" notifications, again closely-followed by a 30% discount voucher. The Queensferry Road wanderer has disappeared.
    The definition of the 96% would be very interesting to see. I wonder if there's any space form them to wiggle around "legal" rides versus miscreant actions, or if they would consider some of the feedback they've been sent about offering free rides or discounts to people who pick up strays and return them properly, unless they want to be kicked out because they underestimated the neds.

    I would happily pick up any strays and return them to a legit parking spot if it wasn't out of my way, as I did on occasion with a Just Eat bike. No way am I paying to do so though.
