Is this why some drivers seemingly try to avoid making direct observations of their surroundings?

Cyclists who are also drivers:
You don't know if that person will be on a bike or in a car until you observe them (?)

Drivers:
You don't know if a driver has seen you and is going to kill you or not until you observed them looking at you (?)

@nedd1e_h I was thinking along the same lines but it's more like
"driver has both seen and not seen you depending on if he hits you, in which case SMIDSY"
