The window bars/railings in the car park at Dynamic Earth is a popular alternative. Not sure what time it closes though.
The concierge at the Macdonald Holyrood Hotel might be amenable.
There is an indoor garage with bike parking area also - unsure how you get access, but perhaps a phone call to the parliament would clarify.
I've never been there but I'd bag it and take it in.
Don't ask if you can take it in or if you feel you must ask then ask where they could look after it for you.
When I visited and went through the security scanner, I had my locks and 12in spanner taken off me and only returned when I left.
They had a left luggage desk past security which looked after my panniers.
I think you'll be fine with a Brompton.
I was allowed in without surrendering my tools, but there was a conversation between staff todecide if surrendering tthem would be necessary.
