The Scottish Conservatives have pledged to ban new low emission zones (LEZs) and urgently review existing schemes before they are expanded any further.

Lothians MSP, Sue Webber, opened the half hour session by explaining that her own journey on the bus from Juniper Green to Scottish Gas Murrayfield had been delayed due to the roadworks on Gorgie Road.
She also claimed that the councils in both Edinburgh and Glasgow are considering introducing a congestion charge, something entirely refuted by Edinburgh Council. Ms Webber said that it is, in any case, “not going to address congestion”. She explained that each local authority will “start charging” drivers to enter into their area.
Transport and Environment Convener, Cllr Stephen Jenkinson said: “I’ve been clear for some time that congestion is one of the biggest challenges facing our city. Tackling it means making serious choices — not repeating the same failed, car-first thinking that has left residents stuck in traffic and breathing dirty air.
“Over the last three years, this administration has chosen to invest in solutions that actually reduce congestion: delivering major active travel projects, introducing a fully electric cycle hire scheme, leading a regional electric vehicle charging partnership, and seeing consistent growth in tram and bus use. We’ve consulted on tram expansion and are taking forward an ambitious City Mobility Plan that sets out a credible, long-term vision for how people move around a growing city.
“By contrast, the Conservative position amounts to little more than waving through more traffic and hoping for the best. Simply creating more road space and clinging to an outdated ‘car first’ mindset is short-sighted, finite, and ultimately counter-productive — it doesn’t solve congestion, it entrenches it.
“On road user charging, we are still awaiting the outcome of Transport Scotland’s regulatory review, and we need to allow that process to be completed. All we have agreed to date is to have preliminary discussions with other local authorities and SEStran, nothing further.
“However, what is clear is that doing nothing, or defaulting to policies that prioritise congestion over communities, is not an option. As our city continues to grow, we need bold, evidence-led solutions that put people first — and I’m confident that this approach is the right one for residents, businesses, and the future of our city.”
