    I think the phantom LEZ lacks ambition. Couldn't the Council just claim to have pedestrianised the entire city centre? If there is no enforcement, or sanction, then I don't see why they need to limit the scope of their policy ambition.

    "The historic vehicles exemption – which is laid down nationally – applies to vehicles over 30 years old which are no longer in production and have not undergone major conversion. Cllr McFarlane said it was introduced with classic car enthusiasts in mind, not commercial businesses."

    Bit late to be raising it now, given that the LEZ bill's been long passed at Holyrood.

    My understanding is that the legislation exempts 30+ year old vehicles by default, but that the council is allowed to de-exempt (unexempt?) them if it wants to. Whether it's easy, practical or desirable to do so are separate questions.

    @Frenchy - I am not aware of a mechanism allowing a Council to remove the historic vehicle exemption (allowed for by Section 6(4)(b) of the Transport (Scotland) Act 2019 and established in Regulation 3 of the Low Emission Zones (Emission Standards, Exemptions and Enforcement) (Scotland) Regulations 2021.

    I'm pretty sure the exemption applies to all vehicles that meet the required criteria:

    (a)was manufactured, or registered, for the first time at least 30 years previously,
    (b)is of a type no longer in production, and
    (c)has been historically preserved or maintained in its original state and has not undergone substantial changes in the technical characteristics of its main components
    It doesn't matter what they are being used for. I doubt that really matters - can't see Lothian running a fleet of old Atlanteans through the city.

    The report has been peer-reviewed by Dr Gary Fuller, an expert on urban pollution at Imperial College London. It calculated that since the zone was introduced four years ago, emissions of toxic nitrogen oxides, or NOx, particularly produced by diesel engines, are 23% lower across London as a whole compared with what would be their estimated level if the scheme had not been introduced, and 26% lower within the zone.

    Ultra Low Emission Zones (ULEZ) in their present format do untold economic damage to any city. However the second step after ULEZ is this so called 15 minute cities or 20 minute neighbourhoods.

    Canterbury has been pedestrianised and a 20 minute neighbourhood for as long as I can remember - a good 40 years or more...

    It's actually a really good example of pedestrianisation that all towns across the UK should model. And an unbelieveable number of tourists come, not only because of its history, but also because of its walkability and boutique shops that have been attracted there. The only thing they need to improve is to stop up all the through-traffic on the dual-carriageway around the city walls.

    Worth bearing in mind that the A2 Dover-London *used* to run right through the heart of the mediaeval centre!

    So it's a complete nonsense for a Tory to come along and say, "watch out Canterbury, they're going to make you into one of those evil socialist 20-min neighbourhoods"

    Earlier this week, a legal challenge to the expansion of the Ulez by Conservative councils was permitted to proceed.

    On Friday, Khan said: “I think it’s important for these Conservative councillors who’ve got concerns … if they want to challenge this in the courts, [they] are free to do so – I think it’s a waste of taxpayers’ money. Local residents would rather these be used on the libraries.”

    There's a big event on in London today. I (don't) expect the media will comment on the environmental costs.
    I know though that royals will be exempt from rules. Like their political supporters this is all about exceptionalism. Counter events today in Edinburgh will not be sponsored by Jaguar or Landrover!

    Labour would support the rollout of clean air zones akin to London’s ultra-low emissions zone (Ulez) if it is elected next year, new plans being considered by the party have shown.

    An internal Labour document revealed that one of the key transport policies being looked at that could be part of next year’s manifesto was to support the principle of clean air zones in cities.

    A last minute legal challenge against Glasgow's low emission zone has been thrown out by a judge.

    The scheme to ban more polluting vehicles from the city centre will start at midnight.
    Patons Accident Repair Centre took the case to the Court of Session in Edinburgh in a bid have it suspended ahead of further court action.
    It accused Glasgow City Council of not consulting properly and putting businesses at risk.
    But a judge at the Court of Session refused the motion and said the balance of convenience lay heavily in favour of the local authority and granted it expenses of the hearing.

    I actually know someone who the LEZ will affect. I didn’t think the Glasgow one would as the M8 is exempt. But He had an old diesel car. That he sometimes has to drive into Glasgow,

    He very kindly gave me a lift in his newer diesel car

    He nearly slammed the brakes when I said I thought that in a few years his newer car would be an old diesel car and be back inside the banned list.

    Wait 'till they find out about particulate pollution from tyre- and brake wear - a significant source of pollution and EVs are equally as bad for it

    Particulate pollution coming from tyres now exceeds that coming from a Euro VI diesel engine

    I haven't driven EVs a lot, but have done my time with a couple of Nissan Leafs, a BMW i3 and a Kia e-Niro, all with my work. I found the regenerative braking to be so good as to rarely need the brake pedal; the little BMW was almost uncannily good in urban and suburban conditions. But I can easily imagine larger electric cars and vans being heavy on their tyres.
