‘Reality’ is that roads need properly resurfacing as (before) required. Likely to be cheaper than ad hoc (inadequate) hole filling.

Not sure you can actually read anything into Edinburgh specific results here. 2003 people from across the UK were surveyed. Assuming a rough geographic spread of respondents, Edinburgh has about 0.7% of the UK population, that would be around 14 people.
Not that I trust the results of an internet survey conducted by an outfit (Mortar Research) which claims to be:
A meeting of minds between journalists, PRs and market research industry veterans who understand the value of words and numbers working together.
