[Rule 2]. She wants everyone to tip-toe around private motor vehicles while their drivers behave like puce-faced toddlers.

A very misleading first sentence:
"Special new cycleways are to be built in a bid to protect cyclists from traffic on Edinburgh's busy roads."
No, on short sections of one of Edinburgh's busy roads.
Hopefully, it'll be a good thing, though I'm not sure why the bollards are to be "collapsible".

I was wondering about the collapsible aspect of the bollards as well, it can only be so largish vehicles can go ahead and drive over them to park. Either that or they don't do damage when they are inevitably bashed into.

I suppose it could be if emergency vehicles need to drive in the cycle lane would need to be soft to avoid causing damage and relaying response.
