    Radio Scotland interview mentioned fuel poverty and "transport poverty".

    Sustrans has also mentioned that in "Sustrans Scotland: Towards 2011
    Manifesto recommendations for the 2011 Holyrood Elections
    October 2010" -

    "By targeting areas of transport poverty in the first instance social partnerships could be encouraged to recycle old bikes - giving skills to the long-term unemployed in the process, as well as improving the health of older people.
