If I manufactured autonomous vehicles and wanted to have cyclists removed from the road to facilitate their implementation this is where I would start.

The rise in school shootings of late has been of great concern to this administration. In the interest of safety we are looking into banning children from the school.
The school's former pupils have gone on to positions in government, international literary success and important scientific discoveries. Local residents take pride in the performance of the school and have been outspoken against this ban.
The local gun club supports the ban on the pupils continuing their studies, saying school was "not deemed to be a safe and appropriate environment for such activities to take place".

It may be thin edge of wedge, but bicycles are banned on the A1 past the fort exit or so I was told, also the Edinburgh bypass so this is not something entirely new

@Ed1 - It appears to be the next junction south on the A1 where cycling becomes illegal.

@Frenchy That's correct but the 50mph limit up to that point is ignored by 99% of drivers who treat it as a 70.
